  To ensure artificial intelligence advances human welfare and societal stability by making lawful, human-centric governance verifiable, while preserving national sovereignty and institutional autonomy.

Throughout history, shared standards and assurance institutions have preceded infrastructure—from accounting rules to internet protocols. HCAI-CAIA exists to establish trust foundations before scale, ensuring AI systems grow within verifiable legal and ethical boundaries rather than retroactive control.

The Charter defines:

It is the sole normative reference for all HCAI-CAIA certifications.

The Charter does not:

• Impose policy positions
• Define moral doctrine
• Override domestic law
• Require participation
• Confer authority to HCAI-CAIA

Participation:

• Is voluntary
• Is revocable at any time
• Carries no punitive consequences

Certifications expire naturally without renewal.
HCAI-CAIA retains no coercive leverage.
